<p>Real estate developer Unitech rose 4.48% to Rs. 23.30 after the Supreme Court today, 23 November 2011, granted bail to five corporate executives, including Unitech&#8217;s managing director, Sanjay Chandra, facing prosecution for their alleged involvement in the 2G spectrum case.<span id="more-1579"></span></p>
<p>Besides Sanjay Chandra, the other four executives include, Vinod Goenka, chairman of Etisalat&#8217;s India partner DB Group; and three executives&#8211;Hari Nair, Gautam Doshi and Surendra Pipara&#8211;from Anil Dhirubhai Ambani&#8217;s group firm Reliance Telecom. These five executives have been held in jail since April 2011, following rejection of their bail pleas in lower courts. Shares of Unitech topped the gainers in the BSE&#8217;s &#8216;A&#8217; group.</p>
<p>Gold jewellery and watches maker Titan Industries rose 2.78% to Rs. 190.60 on bargain hunting after the stock declined 12.48% in the preceding four sessions to Rs. 185.45 on 22 November 2011 from a recent high of Rs. 211.90 on 16 November 2011. The stock was second biggest gainer in &#8216;A&#8217; group.</p>
<p>Restaurant chain operator Jubilant FoodWorks rose 2.56% to Rs. 759.75 on bargain hunting after the stock declined 6.45% in the preceding two sessions to Rs. 740.80 on 22 November 2011 from a recent high of Rs. 791.90 on 18 November 2011. The stock was third biggest gainer in &#8216;A&#8217; group.</p>
<p>Drug maker Lupin rose 1.99% to Rs. 456.35. The stock was fourth biggest gainer in &#8216;A&#8217; group.</p>
<p>Drug maker Divi&#8217;s Laboratories rose 1.80% to Rs. 724.80. The stock was fifth biggest gainer in &#8216;A&#8217; group.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">NEW DELHI: The Supreme Court on Wednesday granted bail to five 2G scam case accused-Unitech&#8217;s Sanjay Chandra, Swan Telecom&#8217;s Vinod Goenka and Reliance ADAG executives Gautam Doshi, Surendra Pipara and Hari Nair-raising hopes for the release of other accused and resurrecting the principle that bail should be the rule and jail an exception.<span id="more-1577"></span></p>
<p>The verdict of Justices G S Singhvi and H L Dattu, which invoked the constitutional principle of &#8220;presumption of innocence&#8221;, marks the first time in nine months since the CBI took the case to the trial court that any of the accused has been released on bail.</p>
<p>The SC bench faulted the trial court and the Delhi High Court for turning down bail pleas of the accused, saying that it saw little merit in keeping the accused behind bars after investigations had been completed and chargesheet filed. Observing that trial in the case was not going to be over shortly, Justices Singhvi and Dattu said the accused could not be kept behind bars indefinitely.</p>
<p>They rejected the CBI&#8217;s argument that the accused could tamper with evidence by noting that the agency had not backed up its charge. It also brushed aside the argument that the accused should remain in jail because of the enormity of their alleged crime, contending the constitutional rights of the accused and the quantum of punishment that they might get in case of conviction should not be lost sight of. The bench also stressed that the accused could not be denied bail because the community&#8217;s sentiment was against them.</p>
<p>Encouraged by the judgment, which is expected to set the &#8220;direction&#8221; of how judiciary deals with bail petitions of other accused, DMK MP Kanimozhi, former telecom secretary Siddhartha Behura, Bollywood producer Karim Morani, Kalaignar TV MD Sharad Kumar and two other accused-Asif Balwa and Rajeev Agarwal-successfully approached the Delhi HC to fast track hearings on their pleas.</p>
<p>The HC, which was scheduled to hear their bail pleas on December 1, has agreed to take those up on Thursday.</p>
<p>Making an appeal to Justice V K Shali that her bail petition be heard earlier, Kanimozhi cited the SC order to argue that keeping her in jail for more days would be a violation of her fundamental rights.</p>
<p>Five others whose bail applications will be decided by the HC on Thursday said charges against them were milder than the ones on those who got relief from the SC on Wednesday.</p>
<p>Former telecom minister A Raja and Swan Telecom&#8217;s Shahid Balwa are among the nine accused who are still in jail. Raja has so for not applied for bail, and speculation was rife after the SC order that he might take a fresh look at his options.</p>
<p>Raja&#8217;s former aide R K Chandolia is the other accused still in jail.</p>
<p>The Supreme Court underlined that while every accused had a right to speedy trial, it was an unlikely prospect in the 2G scam case. &#8220;Statement of witnesses runs into several hundred pages and the documents on which reliance is placed by the prosecution is voluminous. The trial may take considerable time and it looks to us that the appellants who are in jail have to remain in jail longer than the period of detention had they been convicted.&#8221; It further said, &#8220;It is not in the interest of justice that accused should remain in jail for an indefinite period.&#8221;</p>
<p>The 63-page order, authored by Justice Dattu for the bench, stressed the primacy of the &#8220;bail is rule, jail an exception, &#8220;principle laid down by the Supreme Court in 1978, warning that discarding it could lead to chaotic situations, jeopardizing the personal liberty of an individual&#8221;.</p>
<p>Criticizing the order of the trial court and the Delhi HC denying bail to the accused, the SC bench said, &#8220;The reasoning adopted by the district judge, which is affirmed by the high court, in our opinion is a denial of the whole basis of our system of law and normal rule of bail system.&#8221;</p>
<p>The bench further said, &#8220;The courts owe more than verbal respect to the principle that punishment begins after the conviction, and that every man is deemed to be innocent until duly tried and duly found guilty.&#8221;</p>
<p>Addressing the argument cited by the trial court that the accused could intimidate witnesses if released on bail, the bench said, &#8220;In this country, it would be quite contrary to the concept of personal liberty enshrined in the Constitution that any person should be punished in respect of any matter, upon which, he has not been convicted or that in any circumstances, he should be deprived of his liberty upon the belief that he will tamper with the witnesses if left at liberty, save in the most extraordinary circumstances.&#8221;</p>
<p>The apex court also addressed the argument that the case was on a different footing because of the dimension of the 2G scam. The bench said it was aware of the magnitude of the alleged crime of the accused and that it, if the charge is true, could have jeopardized the country&#8217;s economy. However, it said the accused could not be denied bail because of the sentiment of the community against them. It also said courts were required to balance the severity of charges against constitutional rights of the accused.</p>
<p>The bench asked the five to furnish bail bonds of Rs 5 lakh accompanied by two sureties each and imposed following conditions-do not threaten, coerce or lure any witness to retract from statements before trial court, remain present during trial and surrender passports to the trial court. It also gave the CBI liberty to seek cancellation of their bail if any of the accused violated these conditions.</p>
<p>Soon after the judgment, both Unitech Ltd and its top executive Sanjay Chandra came out with statements welcoming the judgment and reiterating Chandra&#8217;s innocence. Chandra said, &#8220;I reiterate that I am committed to cooperating in the trial and hope that finally justice will be done and my innocence proved.&#8221;</p>
<p>Times View</p>
<p>The Supreme Court has done the right thing by reiterating the principle that bail is the default option and jail the exception rather than the other way around. In this case, the charges have been filed. As investigations are over, unless there are compelling reasons, there is no case to hold the other 2G accused in jail. The right to bail applies not just to cases where the accused are high-profile, but also to ordinary people. After all, imprisonment is an infringe- ment on an individual&#8217;s liberty and must not be imposed on anyone without sufficient reason.</p>

Commercial space in Gurgaon today fetches a monthly rent of between Rs 120 and Rs 140 per square foot. In Noida, the same space is available for a paltry sum of Rs 35 per square foot.<span id="more-1575"></span></p>
<p style="text-align: justify;">The same story holds for residential space. Gurgaon&#8217;s new sectors command a handsome price of Rs 4,000 per sq foot but in Noida, the price is between Rs 2,000 and Rs 2,500 per square foot. But Noida developers are building big for the future. A large number of high-quality commercial and residential projects are being developed on the Noida-Greater Noida Expressway.</p>
<p>A couple of upmarket residential projects are being constructed around 18-hole golf courses, which can rival any similar projects in Gurgaon. A residential project in Greater Noida by Jaypee Greens on 452 acres with an 18-hole golf course at the centre provides a world-class residential option to top corporate honchos. Gurgaon, on the other hand, has only the DLF golf course to boast of.</p>
<p>EAT &amp; SHOP : If you&#8217;re the kind who needs a &#8216;special&#8217; coffee place, eat out every other day or just unwind with a pitcher of freshly brewed wheat beer, then Gurgaon is just the place for you. Whatever else Noida may have on Gurgaon , its Haryana counterpart steals a march when it comes to entertainment and eating-out options. There are over 40 malls spread all over Gurgaon with cinema halls, restaurants and international brands. Compare that with Noida where all the action is centred around Atta Market or Sector 18.</p>
<p>If spending a weekend at the mall isn&#8217;t your scene, then Gurgaon has plenty of fine-dining restaurants — standalone and in hotels — late-night dhabas, quiet coffee places, a superb bakery or even ahatas where you can take your booze, order some food and sit back while a Jimi Hendrix concert plays on the big screen. Innumerable microbreweries have sprouted in Gurgaon giving beer drinkers reason to cheer. Clubs in Gurgaon remain open till at least till 3am. Even liquor shops are licensed to stay open till 2am and some will even deliver at your doorstep. There is culture, too, with venues like Epicentre hosting some of the best theatre groups in India.</p>
<p>METRO MATTERS: When it comes to Metro rail-based connectivity, Noida scores over Gurgaon. The authorities have collected money from end users and created a huge corpus of around Rs 9,000 crore for extending the existing lines up to Greater Noida. But, there is no similar mechanism available in Gurgaon.</p>
<p>SADAK, BIJLI, PAANI : Gurgaon&#8217;s swankiness is confined to indoors. The sewage main lines are missing in most localities, especially in the new Gurgaon sectors where sewage is dumped in vacant plots. The Haryana Urban Development Authority has adopted the Greater Noida model in developing sectors, with private companies constructing and maintaining the infrastructure. On the power front, both witness power outages of around 8 to 12 hours during summer. Water is where the east scores since it has more groundwater availability. Future plans for Gurgaon envisage a sufficient quantity of water from the NCR channel. Noida, on the other hand, has plans to provide 100% Ganga water by 2020.</p>
<p style="text-align: justify;">PARK AND RIDE : Cyber City is where the very centre of corporate razzle-dazzle in Gurgaon lies, though you wouldn&#8217;t have guessed it if you go by the pockmarked and water-logged roads here. In Udyog Vihar, the region&#8217;s industrial hub, with over 2,000 manufacturing units doing thousands of crores worth of business, there&#8217;s no sign of a parking facility. Drive through the plushest of residential colonies, Sushant Lok, and marvel at the great heaps of garbage lying uncollected for months. Noida, on the other hand, follows a better approach to town management. The suburb has well laid-out sectors with wide roads, flyovers and under-passes and plenty of local shopping complexes in each sector. The Noida Authority recently announced the allocation of Rs 4,997.65 crore for development projects.</p>
<p>HEALTHCARE: When it comes to education, Gurgaon boasts of bigger names like Sriram and Heritage. But in terms of hospitals, they are about equal. Large facilities like Medanta, Fortis, Artemis and Paras are coming up in Gurgaon. Noida has its share of hospital chains like Fortis, Max Healthcare, Apollo, Metro and Kailash.</p>
<p>BRAND WARS : Driving the Noida story is Mayawati, who has moved beyond her Behenji image, and is burning a lot of rubber to win the race. Team Hooda has the advantage of a pole position. Even if they seem a bit out of form now, maybe, a pit stop is all they need. Perception plays a huge role on track as well as off it. Till recently, Gurgaon was seen as a VIP city. Noida was still a middle-class suburb, notorious for crime.</p>
<p>The future looks great for Greater Noida, while nothing is new about New Gurgaon. Noida, supplied less than onethird the properties as Gurgaon till 2007, now supplies six times more properties than its competitor. It has better connectivity with three expressways and has successfully hosted the F1. But all is not well with Noida. More than 50,000 apartments were put at risk during the Noida Extension land dispute, which is yet to be resolved. If the realty bubble bursts, middle-class investors will be the biggest sufferers. The chequered flag is still out of sight. Which city would you bet on?</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">GURGAON: The widening power deficit is coming down hard on Gurgaons industrialists who are now left with no choice but to look for alternatives to conventional energy. On Wednesday, the Gurgaon Industrial Association, along with the state governments department of renewable energy, organised a seminar to discuss green energy, and the ways it could be harnessed efficiently for industrial use.</p>
<p>Organisers of the event said that their prime objective was to create<span id="more-1571"></span> awareness of the incentives of alternative energy among industrialists. Industry is losing so much money on conventional electricity. Diesel based power generation is getting pricier by the day. It is time that we shifted to solar power, which will bode well not just for the industry but also for the environment, said K C Papreja, of the Gurgaon Industrial Association.</p>
<p>In the recent industrial policy, the state government has also proposed massive incentives for entrepreneurs who would make the shift to implement solar power sources in their industrial units. If your consumption is more than 1 MW, you can have solar panels installed, and it will cost you Rs 2 crore. Fifty per cent of this will be paid by the government, so your investment is only Rs 1 crore, said an official of the department of renewable energy at the seminar.</p>
<p>Furthermore, for plots measuring more than 500 square yards, solar water heaters have been made mandatory. You get solar water heaters for subsidised rates. Solar LED lanterns are also subsidised, which will save a lot of energy and will light up the units very well if they are installed, said the official.</p>
<p>A Gurgaon based manufacturer, Omax Autos, has become one of the pioneers in industry who have effectively shifter to solar energy, and have installed solar panels and heaters in all their plants in Gurgaon and Manesar. Omax Autos made an excellent presentation at the seminar, which explained how to use solar energy in industries. They even run their motors on solar power. I hope more people in industry would follow the example of Omax and go green, said V P Bajaj, president of GIA.</p>
<p>Bajaj added that solar energy has also become a new entrepreneurial sector, and that government incentives for research in this sector will also help increase the reach of green energy in Gurgaon. This sector has very low construction and operating risks, and government policies encouraging the use of solar energy will help to make this a competitive business activity, he said.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">CHANDIGARH: With a view to providing computer education to the children of industrial workers, Haryana government has started a scheme under which financial assistance of Rs 2000 to Rs 9000 would be provided for various short term courses.</p>
<p>A spokesman said on Wednesday that the main object of the scheme was to provide technical education to the children of labourers and uplift their living standard. He said most of the children of labourers leave their <span id="more-1569"></span>education before or after the completion of 10th class due to the weak financial position of their family. Under the scheme, Rs 2000 to Rs 9000 would be provided to the children of the labourers who are getting short term training of duration ranging from one month to two years.</p>
<p>He said Rs 2000 and Rs 3000 would be provided to the boys and girls respectively for training of one to three months.Financial assistance of Rs 3000 and Rs 4500 would be given to the boys and girls respectively for training of three to six months. Similarly, boys and girls would get Rs 4000 and Rs 6000 respectively for training of above six month and up to one year. For courses of duration from one year to one and half years, the boys and girls would get Rs 5000 and Rs 7500 respectively and for courses from one and half years to two years, boys and girls would get Rs 6000 and Rs 9000 respectively, he added.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">GURGAON: SURGE, a Gurgaon-based NGO, which recently exposed how HUDA was sitting on thousands of crores of rupees collected as external development charges (EDC) from developers, has raised objections over the agency not declaring how much interest it has earned from this huge amount over the years.</p>
<p>The NGO will file an affidavit in the Punjab and Haryana High Court on Thursday highlighting how the government agency has not declared the huge<span id="more-1566"></span> amount it would have earned in the form of interest. Following an HC direction, HUDA had submitted an affidavit of an audit report to the court on February 2.</p>
<p>Audited statements filed by HUDA do not show any interest component or any reference to interest income accrued by the agency till now. As per the calculations of interest at 7 per cent upto March 31, 2006 HUDA could have earned Rs 900 crores. Moreover, the EDC collected from Gurgaon since 1981 is stated to be approximately Rs 3,000 crores of which HUDA claims to have spent about Rs 1,800 crores. Interestingly, on the top of that Rs 200 crores has been claimed by HUDA as administrative charges, said Jyoti Sagar, chairman of SURGE.</p>
<p>Sagar alleged that the state remained a mute spectator, allowing HUDA to misuse these funds. Five years have passed since the first court order arrived in 2006, and the collection over the years since 2005 has been very high considering the hectic residential and commercial development in Gurgaon. Sagar said the interest on a cumulative basis alone could be around Rs 2,000 crores. In an earlier affidavit filed by SURGE, the NGO had submitted that HUDA never conducted periodic external audits for over 27 years.</p>
<p>However, after an HC order in 2005 the collection and utilisation of EDC were audited for the first time. Neither HUDA nor the state have acknowledged their liability to account for the accrued interest on accumulated unspent amounts over the last 27 years. Our calculation shows that at least Rs 1,000 crores is the cumulative interest on unspent EDC. This interest has not been accounted for either by the state or by the HUDA even in the audited accounts submitted by the agency, Sagar said. The audited accounts states that the total amount of EDC received upto December 31, 2010 is Rs 5,702 crores. The HUDA in its affidavit has submitted that till December it had spent Rs 1,305.26 crores on development work; Rs 2,508.22 crores has been spent under the `land cost head which includes 10 per cent administrative charges. The HUDA has utilised Rs 200.8 crore for the extension of Delhi Metro to Gurgaon.</p>

<p>Millennium City crashed down to the much lower ranking of 11, primarily due to its shoddy roads and erratic power supply.<span id="more-1564"></span></p>
<p>When it comes to traffic, the situation is pretty much the same or has rather worsened, with a citizen, on an average, spending at least a day in traffic jams in a month. Google for what-is-the-best-time-to-travel-to-Gurgaon and you will get a confirmation.</p>
<p>The city of Indore, with a population as much as Gurgaon, had to go through the same problem some time back deterioration of road conditions and worsening traffic situation. But it quickly found a solution peoples participation in public administration. The administration issued municipal bonds in 2001 for Rs 100 million through private placement to improve roads in the city, with the state government standing guarantee to the bonds.</p>
<p>It was felt that involvement of local residents in planning and execution of community-based projects would lead to more efficient utilization of resources, higher accountability and superior quality of output. Driven by this strong conviction, and prompted by the inadequacy of financial resources, the Indore Municipal Corporation approached the citizens to act as equal shareholders in the restoration of the citys roads. What followed was a unique partnership between the municipal body and its citizens. The sense of ownership and monitoring by the local community clearly led to better maintenance of roads.</p>
<p>The role of the IMC involved facilitation, planning, monitoring and finance management, while that of the citizens was in the nature of financial contribution and participation in implementation. The project has been instrumental in improving the condition of the existing roads in Indore. Encouraged by the positive outcome of this public-private-partnership, the IMC is now planning to extend this concept to auditorium construction, drainage, sanitation and rainwater harvesting.</p>
<p>In Gurgaon, projects where citizens have been involved have moved forward, examples being the Biodiversity Park, Project Hope, Citizen Monitoring Committee for MG Road and so on. Clearly, it has been proven that participation of the citizens is the only way for moving forward. Gurgaon urgently needs a City Development Plan keeping in view its deficiencies and requirements till 2025. There is no doubt that RWAs, citizen bodies and communities would be more than eager to contribute and thus give a boost to development in the city.</p>
<p>The city administration also needs to take a look at how the municipal corporation of Thane, a city about 19 kilometres from the coast of Greater Mumbai, removed traffic congestion at the Thane railway station that handles over half a million commuters every day. The authorities have constructed grade separators for various modes of traffic and provided a dedicated passage for pedestrians by building a low-level deck and extended skywalks for them. The deck, which also has bus stops, is connected to the exclusive flyover and down ramps ensuring a smooth passage for the buses.</p>
<p>The area below the low level deck is used as a pick-up and drop point for the public and private vehicles. Before the implementation of this project, there was no specific space for emergency vehicles in the station area. Now an exclusive lane has been accommodated for the private and emergency vehicles. After the completion of the project, the pollution level has improved considerably.</p>
<p>The Gurgaon administration, or rather the Haryana government, is advised to look at the Road Infrastructure Development Company of Rajasthan Limited (RIDCOR), a public-private partnership initiative of the state government and Infrastructure Leasing and Financial Services (IL &amp; FS), which has added several thousand kilometres of roads in the state in last few years through its schemes like Missing Link Project, Central Road Fund and Mega Highways Project.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">GURGAON: A day after a woman was found murdered in Sushant Estate in Sushant Lok, the Gurgaon police arrested her husband on Wednesday. The accused, Hari Prakash, is sepoy with the Indian Army. He was arrested based on the eyewitness account of his four-year-old son who watched his father strangle his mother to death.</p>
<p>The police said that the accused has confessed to the crime and told investigators that he wanted his wife to return to his native village but she <span id="more-1562"></span>refused. The murder came to light on Tuesday when the police received a complaint of a foul smell emanating from a flat in Sushant Estate. When the police reached the EWS flats, where the body was kept, they found the main door unlocked.</p>
<p>The police found the body of 25-year-old Monica lying on a bed in the bedroom. Her four-year-old son Parshv, who was playing on the ground, told the police that his father strangled her with his bare hands on Monday evening. He is over six feet tall and has a well maintained body. He told us that he strangled his wife with his bare hands, said Amarjeet Kataria, SHO of Sushant Lok police station.</p>

These days, we mainly receive thin quilts and light blankets for bulk cleaning. The ndelivery is done within 2-3 working days as the capacity of the laundry has increased to 800 articles per day. Roads across the city wore a deserted look and traffic jams and long queues, common in the evenings, were nowhere to be seen.</p>
<p>There was, however, an unexpected clutter of cars and taxis on the expressway around noon. This was because a large number of professionals took an early break from work as India came out to bat in the first innings.<span id="more-1558"></span></p>
<p>I took a half day from work, and so did many of my collegues. We took a cab and headed home as we wanted to enjoy Indias batting with our respective families, said Sanjeev Mathur, a banker who works in the city.</p>
<p>As the day wore on, traffic volume slowed to a trickle and even movement on the usually congested expressway was reported as normal. The same was true of areas like Udyog Vihar, Cybercity, MG Road and the DLF-golf course road.</p>
<p>The toll plaza, where vehicles form long queues every evening and jostle for space, also witnessed smooth traffic flow.</p>
<p>A traffic cop posted at NH-8 said it was a comparatively better day for them, thanks to the cricket match. Urvashi Sharma, a resident of DLF, said, In this cricket crazy nation, this was bound to happen.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">GURGAON: Over four months after the private concessionaire of Delhi-Gurgaon expressway (DGE) roped in an Indian subsidiary of a reputed French firm for operation and maintenance (O&amp;M) of the 27.7 km stretch, the NHAI has asked the developer to scrap the contract.</p>
<p>Sources in the NHAI said that they turned down the proposal of DGSCL, a subsidiary of DSC Ltd, to engage a new firm for the operation and maintenance of the expressway.<span id="more-1556"></span></p>
<p>The Indian firm which has been engaged by the private player for O&amp;M does not have prior experience of managing any major road project. The concessionaire never put forth a concrete proposal about engaging this firm to the NHAI, which is mandatory on its part, a senior NHAI official said.</p>
<p>He added that though Egis Road Corporation, a global infrastructure major in the O&amp;M sector, has wide experience, NHAI needed to ascertain</p>
<p>whether its Indian subsidiary has the technical support of the parent organisation as claimed by the private concessionaire.</p>
<p>The link has to be established. Until that process is over, the developer has been directed to terminate the O&amp;M contract, the NHAI official said. On their part, a DGSCL spokesperson said that it had informed the NHAI of this initiative even before setting up a joint venture with Egis, that handles O&amp;M of the expressway.</p>
<p>We have received a communication from the NHAI where certain issues have been raised and we are in the process of responding to these. We are hopeful of finding an amicable solution soon, the spokesperson added.</p>
<p>The expressway concessionaire had brought in the French firm and signed a joint venture early this year. To manage the increasing traffic on this stretch and in the light of rising concerns about the quality of services, the private developer had brought in the French firm to manage the O&amp;M.</p>
<p>The French firm has extensive experience in toll operations, traffic management and asset management.</p>
<p>It has a track record of successfully managing 20 projects worldwide with 1,600 km of toll road and over a million commuter transactions daily. The joint venture firm has already started managing the toll plazas and the entire expressway stretch.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">GURGAON: In the face of a growing number of cars sporting illegal number plates in the city, the traffic police have decided to write to auto dealers asking them not to flout rules while issuing registration number plates.</p>
<p>A special drive in this regard is already underway wherein cops are challaning violators for these types of offences.<span id="more-1554"></span></p>
<p>Traffic officials say that number plates are meant to display just the registration number of the vehicles and they should not be used as advertisement space for auto dealers where they mention the name of their companies.</p>
<p>Even putting up logo or any kind of names on the plates are not allowed and attract penalty.</p>
<p>Sources said this idea of writing to auto dealers have been mooted by the team of road safety officers. One of them confirmed that in consultation with the traffic police, a letter would soon be drafted and sent to the auto dealers.</p>
<p>DCP (traffic), Bharti Arora, added that auto and motorcycles accessories shops will also be included in this drive. We will warn them against</p>
<p>indulging in such activities to earn quick money. The fancy number plates fetch good money, but are against the rules.</p>
<p>According to the cops, registration number should be written in plain, black bold letters and in uniform font size on white plate. The use of cursive alphabets is not allowed as well.</p>
<p>Traffic police have been mostly receiving complaints about wrong number plates on their page.</p>
<p>Traffic officials informed that a fine of Rs 100 will be imposed for wrong number plates and vehicles will be fined Rs 2000 fine if they have no registration numbers.</p>

Most of the offices in the city reported a healthy attendance. But while employees did turn up, most of them were mostly to be seen in the cafeteria enjoying the match on big screens and not at their workstations.</p>
<p>Many firms, which are otherwise stringent about the dress code, relaxed that norm for a day and allowed their employees to come dressed in casuals. Most <span id="more-1551"></span>of them arrived at work dressed in blue to show their support for team India.</p>
<p>Most of us in our office came to work dressed in blue. While the first half of the day saw some work being done, once the match began in the afternoons, we gathered around the screen put-up in the cafeteria and did not budge. The HR was kind enough to arrange snacks for us, said Anurag Chaturvedi, a real estate employee.</p>
<p>Many of the employees went to office, armed with drums, flags and whistles. Each time a wicket fell, we waved the Indian flag and beat the drums and blew whistles. It was an amazing atmosphere in the office. More than a workplace, it looked as if we are at the cricket grounds itself, said Amriata Roy, a sales executive working with one of citys top MNCs.</p>
<p>Quite predictably, the Cyber City area, home to hundreds of firms, that otherwise witnesses choc-a-bloc traffic during office peak hours, wore a deserted look, with employees opting to head back home once Indias batting got over.</p>
<p>There were few employees who stayed back in the office, choosing to enjoy the match with their colleagues on a large screen rather than watching it at home.</p>
<p>Companies like, IT giant Google made special arrangements for employees to go home after the match ended.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">GURGAON: The discord surrounding Gurgaons outdoor advertisement policy seems to be heading for a resolution. The municipal commissioner of Gurgaon met officials from DLF on Tuesday to look into the matter.</p>
<p>DLF, one the biggest ad space owners in the city, had raised objections regarding the existing ad rates and has asked the MCG to revise them.<span id="more-1549"></span></p>
<p>We met the commissioner and he has agreed that the prevailing rates (Rs 100 per square metre per month) are exorbitant and need to be revised. He is willing to work with various</p>
<p>advertising companies to arrive at a rate that is acceptable to all. He seemed to be understanding and promised to resolve the issue soon, said a DLF official.</p>
<p>Of late, there has been a lot of confusion regarding the outdoor ad policy with major players objecting to the way the MCG has been charging them and at times pulling down the hoardings.</p>
<p>Nobody is fully aware of the ad policy. The main reason is that while there is an existing policy, the MCG has come up with a new one that is yet to be approved. And this can be approved only after the objections raised by DLF are addressed. MCG has also raised an objection regarding the building wrap ads, particularly in the Cyber City area. However, we have pointed out that there is nothing illegal about these ads since we display ads of only those firms that have an office in these buildings and we are also willing to pay the charges. However the charges demanded by the MCG are too high, said an outdoor media official.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">GURGAON: The Gurgaon police have registered a case based on the eyewitness account of a four-year-old child who saw his father strangle his mother to death.</p>
<p>The incident came to light when the police received a complain about a foul smell emanating from a flat in Sushant Estate in Sushant Lok on Tuesday afternoon. When the police reached the EWS flats the main door was<span id="more-1547"></span> unlocked.</p>
<p>The police found the body of 25-year-old Monica lying on the bed in the bedroom. Her four-year-old son Parshv, who was playing on the ground, told the police that his father strangled her with his bare hands on Monday evening.</p>
<p>According to the police, Monica worked at Shyam Telecom in Udyog Vihar while her husband, Hari Prakash is a constable in the Indian Army and posted at Firozpur. The accused, missing since the crime, had come home on a holiday. According to the police, Prakash suspected Monica of having had an extra marital affair and hence murdered her. A case of murder has been registered against Hari Prakash based on a written complaint by Monicas father, Ram Niwas.</p>
